It has hitherto been the practice
at Queen's College (but not in the other schools under
the Education Department) in cases where a Chinese Officer
has been appointed to act in a post substantively held by
an English Master, to allow him to draw half $150 from the
lapsing salary of the European Master, that is $75 without
Exchange Compensation, plus half his own salary.

As the work done by the English
and Chinese Masters is often identical and generally
similar, it is a stretch of language to say that the
Chinese Master is acting in a post more important than his
own, nor is there any reason why he should be allowed
acting pay, since the difference in salary between English
and Chinese Masters represents a difference in the
efficiency of the tuition given by them.
